The director of officials of the American Soccer League from 1970 to 1977.
Smith, who was born in England, also was a referee in the North American Soccer League. He was a charter member of the National Intercollegiate Soccer Officials Association, and editor of the first NISOA referee mechanical manual. In 1979, he was the first recipient of the Eddie Pearson Award, given to an outstanding American referee.
Inducted in 1998.
