A team manager, referee and league official in Washington state from the 1940s to the 1960s. Craggs, who was born in Ceylon, emigrated to the United States in 1947 at the age of 50 after having lived for more than 40 years in England and Canada. He served as commissioner of the Washington State Soccer Football Association from 1957 to 1961. He became a referee while still an active player. He was the father of fellow Hall of Famer George Craggs.
