The WISL was created in 1999 as a merger of the US-based Premier Soccer Alliance and the English Indoor Football League. The PSA had in turn been formed only one year earlier by several teams who had left the Continental Indoor Soccer League during its final disintegration. The PSA had already added four new teams when a merger agreement was announced. Originally, there was to be a European Division and a North American Division, with London United, Manchester Magic, Newcastle Geordies and Sheffield Strikers playing in the European division, but that idea was cancelled due to rules conflicts between the existing leagues. In 2000, merger talks were ongoing between the WISL and the National Professional Soccer Leage for the 2002 season.
